No, bad window regulator. You can just lift the window up by hand & wedge it up. Or you can do this.

I didn't realize you needed 18 layers of duct tape to hold on a piece of thin plastic.
Oh the messy goo left on that paint when this gets pealed off...

I've seen worse. I've seen a Volvo with the drivers window replaced with plastic sheeting, only the plastic sheeting wasn't transparent, it was solid black from a black bin liner bag and he/she was heading towards the motorway so I quickly phoned the police (whether anything was done, who know's), stupidity knows no bounds.

There is a time and a place as with your emergency. But this was premeditated, in good weather, and driven several hundred miles this way. Hence the facepalm.
